Captain Robert O’Brien

Robert O’Brien serves as the Captain for the City of Burlington Police Department. He began his law enforcement career in 2008 after graduating from the Burlington County Police Academy as an alternate route candidate. Starting in Medford Township, Captain O’Brien joined the City of Burlington Police Department in 2011, where he has since built a diverse and accomplished career.

During his tenure, Captain O’Brien has served in the Patrol Division, operated as a member of the Special Response Team (SRT), and worked as a Field Training Officer before advancing to supervisor of the Field Training Program. He was also a member of the C.R.I.M.E. Unit and the Detective Bureau, gaining valuable tactical and investigative experience, and served as a firearms instructor to uphold high standards of safety and proficiency within the department.

Captain O’Brien is a graduate of the New Jersey State Association of Chiefs of Police Command and Leadership Academy and the FBI National Academy’s 293rd Session and currently serves as the Operations Division Commander. He oversees the department’s operational and administrative functions, including internal affairs, firearms permitting, the Detective Bureau, and specialized units and programs such as the Special Response Team, School Resource Officers, community services, recruitment, and public information. Additionally, he provides executive oversight of critical accountability and wellness programs, ensuring effectiveness, transparency, and professional standards across the organization.

Captain O’Brien’s extensive experience, leadership, and commitment to excellence embody the mission of the City of Burlington Police Department: to serve and protect the community with integrity and professionalism.

Lieutenant David Matthews

Lieutenant David Matthews embarked on his law enforcement career with the City of Burlington Police Department in 1999 as a Class I Special Law Enforcement Officer. His exemplary service led to his full-time appointment at the Burlington County Sheriff’s Department in 2001. He graduated from the Burlington County Police Academy in April 2003, earning a promotion to Class II Special Law Enforcement Officer in Burlington City. In December 2003, Lieutenant Matthews was appointed as a full-time Police Officer in the Patrol Division. While serving in this Division he was assigned to the Traffic Unit, teacher of the Gang Resistance Education and Training (G.R.E.A.T.) program, the Motorcycle Unit, Crime Scene Investigator, and Certified as an Accreditation Manager.

In July 2016, Lieutenant Matthews’ leadership and commitment were recognized with a promotion to Sergeant. His tenure as Sergeant saw him take on additional responsibilities as a TAC Officer and elevated to Supervisor of both the Traffic Unit and Motorcycle Unit, along with several other internal responsibilities.

A lifelong resident of Burlington, Lieutenant Matthews is a proud alumnus of Burlington City High School, class of 1987. His pursuit of excellence in leadership was further solidified in 2017 when he successfully completed the prestigious NJ State Chiefs of Police Command and Leadership Academy.

Promoted to the rank of Lieutenant in December 2024 before taking on the role permanently in June 2025, he is currently undergoing comprehensive training in all aspects of Police Administration, ensuring operational effectiveness, proper training, and professional development for all Officers. He has extensive experience and a commitment to excellence which embraces the mission of the City of Burlington Police Department. He is poised to continue his exemplary service and leadership in law enforcement for the City of Burlington.

Lieutenant Ronald Fuss

Ronald Fuss serves as a Lieutenant for the City of Burlington Police Department. He graduated from the Burlington County Police Academy in 2002. During his career, Lieutenant Fuss has served in the Patrol Division and has been a member of several additional units. He has served on the Emergency Services Unit, the Special Response Team, acted as a Field Training Officer, Head Firearms Instructor, Head Taser Instructor, Less Lethal Instructor, a member of the Traffic Unit, and also a member of the Motorcycle Unit. Lt. Fuss also serves as an Active Shooter Response Instructor working with local organizations to provide Civilian training and education to help develop community safety.

Lieutenant Fuss is a graduate of the New Jersey State Association of Chiefs of Police Command and Leadership Academy. His current role is Administrative Division Commander and is a Certified Accreditation Manager. He is in charge of the Honor Guard Unit and Reserve Officer Units. He also acts as the Career Development, Training Coordinator, Records Division Supervisor, and is the Homeland Security Liaison.

Lieutenant Robert Perro

Lieutenant Robert Perro began his law enforcement career in September 2004 with the City of Burlington Police Department after graduating from the Camden County Police Academy, Class 44. After several years serving in the Patrol Division, he advanced his skills by attending the Philadelphia K-9 Academy, where he was partnered with K-9 Duce. Lieutenant Perro and Duce served the community together from 2007 through 2015, forming a highly effective K-9 team dedicated to proactive policing and public safety.

Throughout his career, Lieutenant Perro has served in a variety of specialized assignments, including the Pro-Active Unit, where he spent one year, and as a Detective for two years. He also served as the department’s Community Policing Officer for two years, strengthening relationships between law enforcement and the community. In addition, he played an important role in the department’s accreditation efforts, contributing to the successful reaccreditation of the agency and reinforcing its commitment to professional standards and best practices.

In September 2021, Lieutenant Perro was promoted to the rank of Sergeant, where he served for four years as a Patrol Supervisor. His leadership and dedication were further recognized in September 2025 when he was promoted to the rank of Lieutenant. Demonstrating a continued commitment to professional development, he successfully completed the Command and Leadership Program in October 2022.

Originally from Burlington, Lieutenant Perro spent much of his youth in San Jose before returning to his beloved hometown in October 2001. With extensive experience across multiple assignments and a strong connection to the community he serves, Lieutenant Perro brings proven leadership, dedication, and professionalism to his role, continuing to support the mission and values of the City of Burlington Police Department.
